If the only tools at hand are the body of the owner and his or her skill, the dog should still be made to obey. Creating a leader / follower connection between the handler and the dog is still very essential and it is crucial to use the leash as a helpful tool and not a hindrance.When a dog is properly trained it will conform if the leash is present or not.
